Hotels must register every foreign guest with the local Public Security Bureau within 24 h. Smaller properties lack the system or license (外宾接待资质), so they simply say “不能接待外宾”. Since 2024 the authorities state hotels cannot refuse foreign guests — if it happens, call/SMS 12345, and look for an international chain or licensed hotel like the ones on this map.
Hotels register you automatically at check-in. Staying in a private apartment? Register at the nearest police station (派出所) within 24 hours (72 h rural). It's quick and free.
