Hotels must register every foreign guest with the Public Security Bureau within 24 hours. Small properties without the system or the license (外宾接待资质) simply say no at the desk — it's not personal, and it's most common in budget chains and rural guesthouses.
Your rights since 2024
Regulators have stated hotels cannot refuse foreign guests. Enforcement is uneven, but the complaint channel works: call or SMS 12345 (service hotline, English available in major cities), and hotels generally reverse course fast. Keep your booking confirmation handy as evidence.

Hotels do it for you at check-in — they'll hold your passport briefly, that's normal. Staying with friends or in a rental? Register at the nearest 派出所 police station within 24 hours. Penalties are rare but real, and registration is also required for most visa services.
